President's Message 2009
Background:
In response to the provision under the articles 136 and 142, Chapter VI of the Basic Law of the Hong Kong Special Administrative Region of the Peoples Republic of China for the continue to recognition of the local professional organization recognized prior to the establishment of the Region, the Hong Kong Institute of Clerks of Works was inaugurated on 8th January, 1995.

The recognition of professional qualifications in Hong Kong conventionally follows the British system before. This applies to Architects, Engineers, Surveyors, Clerks of Works and other professions.
The Institute and the Members:
We are a professional academic institute providing services to our professional members and the society of Hong Kong.
Our members are employed by works owners under the direction of Architect and Engineer to superintend of construction works for the purpose of ensuring a proper use of labour and materials.,br>
Our members usually employed as Resident Engineers, Superintendents of Works, Inspectors of Works, Clerks of Works and other similar capacity in civil, building and E&M works.
The HKICW is run by an executive council with assistance of several committees to suit the change of the social situations. A current organization chart is attached to this introduction letter for easy reference.
The long term goal of the institute from the launching day to now is to seek wider acceptance of its qualification by the construction industry and to achieve full recognition on employment of Clerk of Works within the Hong Kong government and private sector to serve the society of Hong Kong.
We have achieved the first written recognition within Hong Kong government from the Buildings Department as one of the recognized qualification for the Technical Competence Person (TCP) grade 3 of the safety supervision plan under the Building Regulations. We obtained wide acceptance of the qualification of the Institute for the employment of Clerk of Works among client organizations.

Examinations:
We hold written examinations and professional interviews each year for candidate to become our members. The syllabus and structure of these examinations are available in our secretariat office upon request. Please call our secretariat office for further details.
Others activities:
Our institute do held CPD events such as site and factory visits, seminars and other events we think fit for our members. We do held recreation events for the enjoyment among members. |
